Section 4(1) of the Act does not create the Narcotics Control Bureau. It only authorizes the 
Central Government to take all such measures as it deems necessary or expedient for the purpose of preventing and combating abuse of narcotic drugs and psychotropic substances and the illicit traffic therein; State v. Kulwant Singh, AIR 2003 SC 1599.
