SHRI VIJAY J. DARDA: SHRIMATI MOHSINAKIDWAI: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) what are the details of the Durable Assets envisaged in the identified Districts wherein job for 100 days in a year would be given under the National Rural Employment Guarantee Act, 2005; whether the modalities have been evolved for supervising the work as purely unskilled labour would be performing the jobs; whether any mechanism has been created to ensure that entitled wages are paid to such persons; and whether any NGO's would be involved in the initial stages of implementation of the scheme? THE MINISTER OF RURAL DEVELOPMENT (SHRI RAGHUVANSH PRASAD.SINGH): (a) The works that can be taken up under NREGA have been given in para 1 of Schedule-1 of the NREG Act, 2005. The State Governments will select the durable assets as per the needs of the rural people. (b) Modalities for supervising works are given in para 5.5,12.1,12.2 of the NREGA Guidelines, which include: (i) Accreditation of a panel of engineer for supervision (ii) Test check of the work of accredited engineers by Departmental engineers (iii) Technical support group at district level for quality check (iv) Technical support group at State level  Executive instructions have been given to provide one Technical Assistant for a group of ten Panchayats; dedicated solely for NREGA works. (vi) Guidelines also provide for wages of skilled labourers and mates to be included in the material cost of the programme. The mate will be responsible for the supervision on the worksite. (c) As per Section 6(2) of the NREG Act, the unskilled labour employed under the Act would be paid wages fixed by the State Governments under Section 3 of the Minimum Wages Act, 1948 for agricultural laborers till such time a wage rate is notified by the Central Government in that area NREGA guidelines indicate the steps to be taken by States to ensure payment of entitled wages such as:— (i) Weekly payment of wages (ii) Fixation of reasonable norms of work
