In the long-run, the only real solution is to strengthen the investigation machinery so that attacks being planned for the future can be effectively prevented. This means that intelligence as well as law-enforcement agencies at different levels must continuously share information among themselves and work together to unearth terrorist conspiracies and prevent the commission of violent attacks. The creation of the Federal Investigation Agency (FIA) by an Act of Parliament is a step in this direction.
